Cop Attacked By Angry Dogs -- Itty-Bitty Angry Dogs

FREMONT, Calif. -- A California police officer is OK after being attacked by a pack of angry dogs.

He suffered only minor injuries, including bites to his ankle.

Oh -- did we mention that the dogs were chihuahuas?

The officer in Fremont was escorting a teenager to his home after a traffic stop. The dogs ran out of the boy's home, and attacked the officer in the doorway.

The officer was treated at a hospital, and he was back at work less than two hours later.

The chihuahua attack was the second bizzare incident for Fremont police in as many hours.

Now, check this BS story out... LOL...

Two hours earlier, a woman in California called police to report that an intruder broke into her home and added pornography to her computer.

The woman in Fremont said she woke up and was startled to see a stranger typing away on her computer. Police said the intruder fled, but left behind an altered screen saver that featured erotic images.

Nothing was reported stolen. Neither the woman nor her 9-year-old daughter was hurt.

N.Y. Jail For Gay, Transgender Prisoners To Close

NEW YORK -- One of the nation's few jail dormitories specifically for gay or transgender prisoners is closing.

The unit, on New York City's Rikers Island, stopped accepting new inmates last month. Plans call for the specialized unit to be replaced with a new protective custody system available to prisoners who feel threatened, regardless of their sexual orientation.

But some civil liberties and gay rights groups note the new housing would likely be more restrictive. One advocate said prisoners should not be punished for wanting to be safe.
(They're always bitching about not being treated equally and holding "Gay Pride" Parades, then they should love this idea. It reeks of "Equal Opportunity", sounds like it's right up their alley...)

A Correction Department spokesman said the unit is being done away with as part of a restructuring of the jail's prisoner classification system. He said administrators don't intend to ignore inmates who say they feel threatened because of their sexuality.

Screw that...Both my ole man..and my grandfather have used the VA..for what it is worth...Its the least they can give them..especially my Ole man..who came back from the jungles after 2 years with all kinds of fucked up problems...And my grandfather..A WWII vet..who went deaf due to being in a tank for a few years...

A Political Debate On Stress Disorder
As Claims Rise, VA Takes Stock

The spiraling cost of post-traumatic stress disorder among war veterans has triggered a politically charged debate and ignited fears that the government is trying to limit expensive benefits for emotionally scarred troops returning from Iraq and Afghanistan.
In the past five years, the number of veterans receiving compensation for the disorder commonly called PTSD has grown nearly seven times as fast as the number receiving benefits for disabilities in general, according to a report this year by the inspector general of the Department of Veterans Affairs. A total of 215,871 veterans received PTSD benefit payments last year at a cost of $4.3 billion, up from $1.7 billion in 1999 -- a jump of more than 150 percent.
Experts say the sharp increase does not begin to factor in the potential impact of the wars in Iraq and Afghanistan, because the increase is largely the result of Vietnam War vets seeking treatment decades after their combat experiences. Facing a budget crunch, experts within and outside the Veterans Affairs Department are raising concerns about fraudulent claims, wondering whether the structure of government benefits discourages healing, and even questioning the utility and objectivity of the diagnosis itself.
"On the one hand, it is good that people are reaching out for help," said Jeff Schrade, communications director for the Senate Veterans Affairs Committee. "At the same time, as more people reach out for help, it squeezes the budget further."
Among the issues being discussed, he said, was whether veterans who show signs of recovery should continue to receive disability compensation: "Whether anyone has the political courage to cut them off -- I don't know that Congress has that will, but we'll see."
Much of the debate is taking place out of public sight, including an internal VA meeting in Philadelphia this month. The department has also been in negotiations with the Institute of Medicine over a review of the "utility and objectiveness" of PTSD diagnostic criteria and the validity of screening techniques, a process that could have profound implications for returning soldiers.
The growing national debate over the Iraq war has changed the nature of the discussion over PTSD, some participants said. "It has become a pro-war-versus-antiwar issue," said one VA official who spoke on the condition of anonymity because politics is not supposed to enter the debate. "If we show that PTSD is prevalent and severe, that becomes one more little reason we should stop waging war. If, on the other hand, PTSD rates are low . . . that is convenient for the Bush administration."
As to whether budget issues and politics are playing a role in the agency's review of PTSD diagnosis and treatment, VA spokesman Scott Hogenson said: "The debate is over how to provide the best medical services possible for veterans."
People with PTSD have paralyzing memories of traumatic episodes they experienced or witnessed, a range of emotional problems, and significant impairments in day-to-day functioning. Underlying the political and budget issues, many experts acknowledged, is a broader scientific debate over how best to diagnose trauma-related pathology, what the goal of treatment should be -- even what constitutes trauma.
Harvard psychologist Richard J. McNally argues that the diagnosis equates sexual abuse, car accidents and concentration camps, when they are entirely different experiences: A PTSD diagnosis has become "a way of moral claims-making," he said. "To underscore the reprehensibility of the perpetrator, we say someone has been through a traumatic event."
Chris Frueh, director of the VA clinic in Charleston, S.C., said the department's disability system encourages some veterans to exaggerate symptoms and prolong problems in order to maintain eligibility for benefits.
"We have young men and women coming back from Iraq who are having PTSD and getting the message that this is a disorder they can't be treated for, and they will have to be on disability for the rest of their lives," said Frueh, a professor of public psychiatry at the Medical University of South Carolina. "My concern about the policies is that they create perverse incentives to stay ill. It is very tough to get better when you are trying to demonstrate how ill you are."
Most veterans whom Frueh treats for PTSD are seeking disability compensation, he said. Veterans Affairs uses a sliding scale; veterans who are granted 100 percent disability status receive payments starting at around $2,300 a month. The VA inspector general's report found that benefit payments varied widely in states and said that was because VA centers in some states are more likely to grant veterans 100 percent disability.
Psychiatrist Sally Satel, who is affiliated with the conservative American Enterprise Institute, said an underground network advises veterans where to go for the best chance of being declared disabled. The institute organized a recent meeting to discuss PTSD among veterans.
Once veterans are declared disabled, they retain that status indefinitely, Frueh and Satel said. The system creates an adversarial relationship between doctors and patients, in which veterans sometimes take legal action if doctors decline to diagnose PTSD, Frueh said. The clinician added that some patients who really need help never get it because they are unwilling to undergo the lengthy process of qualifying for disability benefits, which often requires them to repeatedly revisit the painful episodes they experienced.
The concern by Frueh and Satel about over-diagnosis and fraud -- what researchers call "false positives" -- has drawn the ire of veterans groups and many other mental health experts.
A far bigger problem is the many veterans who seek help but do not get it or who never seek help, a number of experts said. Studies have shown that large numbers of veterans with PTSD never seek treatment, possibly because of the stigma surrounding mental illness.
"There are periodic false positives, but there are also a lot of false negatives out there," said Terence M. Keane, one of the nation's best-known PTSD researchers, who cited a 1988 study on the numbers of veterans who do not get treatment. "Less than one-fourth of people with combat-related PTSD have used VA-related services."
Larry Scott, who runs the clearinghouse http://www.vawatchdog.org/ , said conservative groups are trying to cut VA disability programs by unfairly comparing them to welfare.
Compensating people for disabilities is a cost of war, he said: "Veterans benefits are like workmen's comp. You went to war. You were injured. Either your body or your mind was injured, and that prevents you from doing certain duties and you are compensated for that."
Scott said Veterans Affairs' objectives were made clear in the department's request to the Institute of Medicine for a $1.3 million study to review how PTSD is diagnosed and treated. Among other things, the department asked the institute -- a branch of the National Academies chartered by Congress to advise the government on science policy -- to review the American Psychiatric Association's criteria for diagnosing PTSD. Effectively, Scott said, Veterans Affairs was trying to get one scientific organization to second-guess another.
PTSD experts summoned to Philadelphia for the two-day internal "expert panel" meeting were asked to discuss "evidence regarding validity, reliability, and feasibility" of the department's PTSD assessment and treatment practices, according to an e-mail invitation obtained by The Washington Post. The goal, the e-mail added, is "to improve clinical exams used to help determine benefit payments for veterans with Post Traumatic Stress Disorder."
"What they are trying to do is figure out a way not to diagnose vets with PTSD," said Steve Robinson, executive director of the National Gulf War Resource Center, a veterans advocacy group. "It's like telling a patient with cancer, 'if we tell you, you don't have cancer, then you won't suffer from cancer.' "
Hogenson, the VA spokesman, said the department is not seeking to overturn the established psychiatric criteria for diagnosing PTSD.
"We are reviewing the utility and the objectivity of the criteria . . . and are commenting on the screening instruments used by VA," he said. "We want to make sure what we do for screening comports with the latest information out there."

The president of Mexico is concerned he may have to take care of his own poor people.

MEXICO CITY - The Mexican government, angered by a U.S. proposal to extend a wall along the border to keep out migrants, pledged Tuesday to block the plan and organize an international campaign against it.
Facing a growing tide of anti-immigrant sentiment north of the border, the government has taken out ads urging Mexican workers to denounce rights violations in the United States. It also is hiring an American public relations firm to improve its image and counter growing U.S. concerns about immigration.
Mexican President Vicente Fox denounced the U.S. measures, passed by the House of Representatives Friday, as "shameful." His foreign secretary, Luis Ernesto Derbez, echoed his complaints on Tuesday.
"Mexico is not going to bear, it is not going to permit, and it will not allow a stupid thing like this wall," Derbez said.
"What has to be done is to raise a storm of criticism, as is already happening, against this," he said, promising to turn the international community against the plan.
At least 10 million Mexican citizens are believed to be living in the United States. U.S. authorities believe about half of them do not have papers.
In 2004, Mexican migrants north of the Rio Grande sent home more than $16 billion in remittances, according to Mexico's central bank, giving the nation its second biggest source of foreign currency after oil exports.
Some stretches of the U.S.-Mexico border are already marked by fences, but in some heavily trafficked sections walls have already been erected by the United States, often using 10-foot-high sections of military surplus steel. Those sections, which typically run several miles, can be found in southern Arizona and California.
It's hard to underestimate the ill-feeling the proposal has generated in Mexico, where editorial pages are dominated by cartoons of Uncle Sam putting up walls bearing anti-Mexican messages.
Many Mexicans, especially those who have spent time working in the U.S., feel the proposal is a slap in the face to those who work hard and contribute to the U.S. economy.
Fernando Robledo, 42, of the western state of Zacatecas, says the proposals could stem migration and disrupt families by breaking cross-border ties.
"When people heard this, it worried everybody, because this will affect everybody in some way, and their families," Robledo said. "They were incredulous. How could they do this, propose something like this?"
Robledo, whose son and mother are U.S. citizens, predicted the measure "would unleash conflict within the United States" as small businesses fail for lack of workers.
He said many Mexicans felt betrayed by the anti-immigrant sentiment.
"We learned to believe in the United States. We have a binational life," he said of Zacatecas, a state that has been sending migrants north for more than a century. "It isn't just a feeling of rejection. It's against what we see as part of our life, our culture, our territory."
The government is scrambling to fight on two fronts. On Monday, it announced it had hired Allyn & Company, a Dallas-based public relations company to help improve Mexico's image and stem the immigration backlash.
"If people in the U.S. and Canada had an accurate view of the success of democracy, political stability and economic prosperity in Mexico, it would improve their views on specific bilateral issues like immigration and border security," Rob Allyn, president of the PR firm, told The Associated Press Tuesday.
Jose Luis Soberanes, head of the government's National Human Rights Commission, suggested Mexico go further.
"I would expect more energetic reactions from our authorities," Soberanes told local media. "It's preferable to have a more demanding government, more confrontation with the United States."
Mexico has also said it is recruiting U.S. church, community and business groups to oppose the proposal.
And the government has stepped up its defense of migrants, airing a series of radio spots here aimed at migrants returning home for the holidays.
"Had a labor accident in the United States? You have rights ... Call," reads the ad, sponsored by Mexico's Foreign Relations Department, which has helped migrants bring compensation suits in the United States.
The sense of dread connected with the measures is hardly restricted to Mexico. Immigrant advocacy and aid groups in the United States are worried about provisions of the House bill that upgrade unlawful presence in the United States from a civil offense to a felony.
"It would have a horrific impact on immigrants right organizing and immigrant communities" in the United States, said Jennifer Allen of the Tucson, Ariz.-based Red de Accion Fronteriza.
The mistaken belief that the proposals are a done deal — they must still be submitted to the Senate — have caused "just complete fear and shock" among some activists and immigrants, Allen said.
The House bill, passed on a 239-182 vote, includes a proposal to build 700 miles of additional fence through parts of California, Arizona, New Mexico and Texas. It would also enlist military and local law enforcement to help stop illegal entrants and require employers to verify the legal status of their workers.
Mexicans are outraged by the proposed measures, especially the extension of the border wall, which many liken to the Berlin Wall. Some are urging their government to fight it fiercely.
"Our president should oppose that wall and make them stop it, at all costs," said Martin Vazquez, 26, at the Mexico City airport as he returned from his job as a hotel worker in Las Vegas. "More than just insulting, it's terrible."

Truck Driver Busted For Delivering Unwanted Gifts

CLIVE, Iowa -- A Nebraska man has been arrested in central Iowa for allegedly delivering some unwanted Christmas gifts.

Clive Police Chief Robert Cox said an officer caught 54-year-old Reno Tobler lobbing urine bottles into back yards.

Tobler is a truck driver whose route regularly takes him to the Clive area near Des Moines. He was charged with littering and harassment for allegedly tossing detergent-sized bottles of his urine over fences.

When confronted by police, Tobler allegedly said it was a longtime hobby of his. Police searched his vehicle and found several other urine-filled bottles ready for delivery.

Tobler was taken to the Polk County Jail and was released on a $500 bond.

MILWAUKEE -- At least 10 young men and teenage boys were taken into custody Wednesday and police were looking for more following the beating of a Milwaukee man.

Samual McClain was dragged from his car Monday night after he honked his horn at a group of people standing in the street. He was then kicked and punched over and over by as many as 19 people.

Milwaukee police are said to be "saturating" the neighborhood seeking suspects and information about the brutal beating of the 50-year-old man.

"This is not going to be a quick investigation, and we want people to know that -- that the Milwaukee police are going to move very deliberately in trying to find the people responsible," Milwaukee police spokeswoman Anne Schwartz said.

Police said they have taken in more than a dozen people for questioning. Some, they said, will be released.

"These people are very dangerous because this was, what seems to be at this point, an unprovoked attack. And we want to get those people off the street," Scwartz said.

McClain was in critical but stable condition Wednesday night. He was breathing on his own and can sit up. Doctors said there is no sign of brain damage, but he does have damage to his face and eyes.

Police recovered one of the cars they were looking for, but are still seeking information about a 1980s Mercury station wagon with fake wood paneling that was seen leaving the scene.

They also want two women who were apparently harassed by the same young men moments before they beat McClain to come forward.

"Police cannot do it alone," Milwaukee Police Chief Nannette Hegerty said in a news release. "In the case of the attempt homicide of Mr. McClain, we need those citizens with information to come forward and help us return that neighborhood to the good people who wish to live without the threat of crime in their streets."

Man Accused Of Chasing Police With Tractor

DES MOINES, Iowa -- A Manilla, Iowa, man is accused of chasing county deputies with his tractor.

Crawford County deputies said a Taser gun was used on Daniel Hinners and he was arrested Tuesday night.

The deputies were responding to a domestic abuse call at Hinners' home when he started chasing them on a large farm tractor.

Hinners exited the tractor after deputies fired several shots at the tires.

He was charged with assault on a peace officer and domestic abuse assault.

Mob Severely Beats Motorist Who Honked Horn

MILWAUKEE -- At least 15 young men and boys dragged a 50-year-old man out of his car after he honked at them to move out of the street and then kicked and punched him, Milwaukee police said.

Samuel McClain was in critical condition Tuesday night at Froedtert Hospital with severe head injuries, but he was awake and able to talk.

"He might not be able to see or walk because of these people, these kids," McClain's daughter, Shanika Johnson, said.

Police said McClain was driving alone at about 10:30 p.m. Monday when he honked at a group of young people in the middle of the road on the city's north side.

"Instead of moving they surrounded the vehicle," Milwaukee police spokeswoman Anne E. Schwartz said. The group of people, thought to be between 16 and 23 years old, then beat and kicked him, she said.

"They left him for dead and when we showed up he was laying in the street," Schwartz said.

Officers haven't made any arrests and were canvassing the neighborhood Tuesday, she said.

It was unclear where McClain was going or if he lived in the area, she said.

Milwaukee Mayor Tom Barrett said neighbors ought to come forward to investigators.

"We need the community to be part of the crime fighting team," Barrett said. "It is so important that people who have any knowledge about this crime ... call the police department and give the information that will help us solve this crime."

"Even if they're their own kids, they should turn them in," Shameon Johnson, said. "I don't want to go on a vigilante thing to try to do something myself. I just want to find out who did it and bring them to justice."

The city had a string of mob beatings last year.

Before that, the most infamous case was that of Charlie Young, who was beaten by more than a dozen people, mostly young boys, in September 2002. They chased him through the streets and beat him to death on a porch with weapons including shovel handles, rakes and tree limbs.

Last year, David Rutledge, a 54-year-old man with schizophrenia, was robbed and beaten on July 4, 2004. He later died. Six teens were charged. One was convicted, four had charges dropped and one is awaiting trial.

Four days later, a 14-year-old boy was kicked, punched and hit in the head with a piece of lumber after he had exchanged words with a girl on a playground. She summoned older relatives, who allegedly beat the boy.

Two weeks later, a Milwaukee man was beaten by a group of men after a girl in the neighborhood falsely accused him of indecently touching her.

And on July 29, 2004, a 16-year-old boy and his brothers were beaten by a group armed with bats, bottles, sticks and socks stuffed with canned food, after someone with the victims called someone a derogatory term.

DMV Agent Opens Fire On Perjury Suspect At Artesia Office

ARTESIA, Calif. -- No injuries were reported after a shooting at a Department of Motor Vehicles facility in Artesia Wednesday morning.

The shooting happened at about 9:15 a.m. at the facility at 17100 Pioneer Boulevard.

A Department of Motor Vehicles agent was trying to arrest a man for perjury, officials said, when the suspect got into his vehicle and tried to run over the agent.

The agent then fired shots at the suspect's vehicle, but the suspect got away, according to the LA County Sheriff.

Police: Woman Didn't Swallow Cell Phone Voluntarily

BLUE SPRINGS, Mo. -- Missouri police said a woman they had thought tried to swallow a cell phone was apparently the victim of an assault.

Police have a suspect in the strange incident that sent the 24-year-old woman to the hospital last week.

A police sergeant in Blue Springs said the event was "not quite the way it was first portrayed."

Early Friday, police responded to a call from a man who said his girlfriend was having trouble breathing. Police arrived to find a woman with a cell phone lodged in her throat. Police were initially told the boyfriend wanted the phone and the woman tried to swallow it to keep it away from him.

How about the ppl who dock dog's tail when they are adults??  Even doing it as a newborn is pretty sad,  I used to work at a vets office.....I had to assist with that once!  It was awful!!  If they really want to have the ears done.....have a vet do it, and there are very few vets who will do it anymore....at least around here!  We had a Doberman, we adopted, it was an adult.....her tail was cropped so close to her spine, she was lucky she didnt have damage done as an adult.  Sad.....gimme five minutes alone with the creeps who do that!
